Former Lions wide out Charles Rogers was sentenced today for violating his substance abuse probation (if they really wanted to punish him they could make him play again for the Lions). Take a look at his pant leg, do you really need to label his jumpsuit "Prisoner"? I would think that the shackles would have given it away...

I think they do that in case they escape and get those shackles removed.
Trouble is, probably few people would be able to read it, and those that could wouldn't care other than to have empathy and help him get away .
